Programmes d’échange d’étudiants

Le Bureau des Affaires Culturelles sélectionne les participants aux programmes d’échange sponsorisés par le gouvernement américain sous les auspices du programme Fulbright. Sous le programme « African Senior Research Scholar, » les professeurs d’université peuvent poursuivre des projets de recherche dans des universités américaines ou institutions similaires. Pour le programme  » Junior Staff Development, » de jeunes professeurs peuvent étudier pour un diplôme plus avancé (Masters ou Ph. D.) dans une université américaine. Quant au programme Hubert H. Humphrey Fellowship, il permet aux Sénégalais de combiner la théorie à la pratique par des stages : ce programme ne débouche pas sur la délivrance d’un diplôme. Tous ces programmes sont très sélectifs, à la fois entre les appliquants du Sénégal et entre les citoyens des autres pays qui participent également au programme. Le Bureau aide également les professeurs américains ainsi que les chercheurs affiliés aux institutions sénégalaises, qui sont sous les auspices du programme Fulbright. La section essaie d’aider ceux qui ne sont affiliés à aucune institution en répondant aux questions qu’ils ont concernant le Sénégal.

Call for applications

The U.S. Embassy is pleased to announce the 2023 Hubert Humphrey Fellowship Program.

This one year, full-scholarship program is offered to mid-career who have a record of leadership, a commitment to public service, and the initiative to take full advantage of an independent study at a leading American university.


The Hubert H. Humphrey Fellowship Program brings accomplished professionals from developing countries to the United States at a midpoint in their careers for one-year of non-degree study and related professional activities. The program seeks to foster an exchange of knowledge and mutual understanding between American citizens and professional counterparts from Senegal. Successful applicants will be placed in participating universities in the United States for the August 2023-June 2024 period.

Fellowships are available in the following fields:


Human and Institutional Capacity:

· Economic Development

· Finance & Banking

· Public Policy Analysis and Public Administration

· Technology Policy and Management

· Human Resource Management

Rights and Freedom:

· Communications and Journalism

· International Religious Freedom

· Law and Human Rights

· Trafficking in Persons Policy & Prevention

Sustainable Lands:

· Agricultural and Rural Development

· Natural Resources, Environmental Policy, and Climate Change

· Urban and Regional Planning

Thriving Communities:

· Contagious and Infectious Diseases

· Public Health Policy and Management

· HIV&AIDS, Policy and Prevention


Eligibility Requirements: To be eligible for the Humphrey Fellowship, applicants must:

– Be Senegalese citizens.

– Hold a master’s degree.

– Have five years of substantial professional experience (no “stages” will be considered).

– Demonstrated leadership qualities and a record of public service.

– Fluency in English (candidates will sit for the TOEFL test).

– Alumni from State department exchange programs are not eligible.

– People who have studied in the U.S. are not eligible.

Grant Provisions:

– Round-trip economy international travel for the grantee.
– Tuition and university fees.
– Limited accident and sickness insurance for the grantee only.
